Greetings @Prryu65
Welcome to the HP Forum.
Can you get to the BIOS using "ESC" to see the HP Startup Menu and "F10" to enter the BIOS??
You may have a hardware problem if you have no video output at startup which would give you access the the HP Startup Menu. A faulty driver problem should only affect Windows.
Have you tried using onboard CPU graphics if your PC's: CPU and rear MB I/O (available HDMI or DP) support this? You will have to remove the 4070 Ti Super. Then connect the monitor to the MB HDMI out or DP out.
You would have to connect a different graphics card if your PC does not support onboard graphics. I would try an AMD card since you're having an Nvidia driver problem.
You can then uninstall the Nvidia drivers causing the problem if you can get video out allowing you to sign in to Windows.
