Hello I recently bought a HP OMEN 30L Desktop Pc and have been using it for the past 3 days, however recently I've decided to check the temps and have found that the CPU seems to be idling at 70-80c which is clearly not normal as I've been reading online (everyone is saying that the CPU should idle at 40c). Since the PC is brand new there should be no issues with dust or anything along those lines so I am not sure what I should do to fix this. My GPU seems to be fine though, idling at 36c.

If your Omen 30L desktop wasn't brand new as you mentioned, I would upgrade the cooling fans as seen in these YouTube instructional videos for example: https://www.youtube.com/watch?v=vnI0SSLjmus or here: https://www.youtube.com/watch?v=XvIstFnl4Lk.
The point is that many Users have reported that their 25L and 30L's are running (too) hot. Short story: evidently not enough air is moving through their desktops. Upgrading/adding cooling fans is almost certainly the only solution.
But since you have a brand new 30L, your upgrade/modification options are limited as not to affect your HP warranty.
I would contact HP and report this issue. Get a ticket so that your issue is actually registered in the system, so to speak. Perhaps an HP support agent can pull a magic rabbit out of their hat to fix your issue.

Switch off computer and disconnect power cable.
Please check if CPU fan is properly seated, it might have loosened during transport. Check carefully by hand if it is loose.
Send good visible pictures.
