How would I go about upgrading my PC? Does it matter what cpu I use, and could I use any I find online. Also, I I have 16 gb of ram if I had more 8 sticks would it go up or would I need to buy new ones all together?

Yes, upgrading your processor certainly matters. You would potentially get (much) faster computing power, which helps, among other things, to play high-demand (AAA) Gaming substantially smoother.
And yes, you can find better performing processors online, such as via eBay.
For example, if your OMEN 30L Desktop GT13-1xxx is fitted with the OasisOC motherboard (SSID: 886C), one if not the best compatible processors would be the i9-11900K which you can purchase, for example, via this trusted eBay Seller: https://www.ebay.com/itm/116404269851?_skw=i9-11900K&epid=4045313122&itmmeta=01JDRXDE6DC6C0KH722QF1Y....

Yes, that is the most powerful processor compatible with your motherboard.
If I had your system, I would definitely purchase an AMD Ryzen 9 5900X. Look, having 2 x 8GB is sufficient/adequate for most (gaming/computing) requirements, but I personally am biased towards more RAM, specifically for your rig a matching 2 x 16GB DDR4 PC4-25600, 3200 MHz, Non-ECC, UDIMM, 288-pin RAM kit.
If you can get two identical (same brand and model) 8GB RAM modules, then that would work too.
Be careful if you are going to buy a 2 x 16GB RAM kit. Your PC can be finnicky when it comes to RAM and attaining max RAM speed.
For example, a Corsair Vengeance LPX DDR4 3600 C18 2x16GB RAM kit (p/n: CMK32GX4M2D3600C18) can perform really well, like in this HP OMEN 30L Desktop GT13-1xxx User:

Same story with G.SKILL Ripjaws V DDR4 3200 C16 2x16GB (p/n: F4-3200C16D-32GVK).
But other GT13-1xxx Users are less fortunate with the same RAM for reasons I personally do not quite understand.
You can purchase such RAM kits, say, via Amazon, and if you can't figure out how (or if) to access XMP to make your RAM run to at least 3200 MHz, return it to get your money back.
