I'm using Hp pavilion laptop with AMD Ryzen 5 3500U with intergrated Radeon Vega 8 mobile gfx 2.10GHz. The dedicated graphics card memory is 2GB and games like fifa 20 lag on the lowest settings (PC Ram is 8gb thus 6gb available). I'm planning on adding 8gb memory to total to 16gb ram. My question is, can I increase the graphics dedicated memory to prob 4GB or 6GB in the registry or bios once I add my total available RAM?

Welcome to HP Community
I have gone through your Post and I understand your concerns
HP Pc’s uses a customized BIOS setting (Tattooed BIOS) of which some features including overclocking and increasing the VRAM are locked.
This is done in the best interest of safeguarding the PC for the optimal performance and not to cause any extensive component failure.
To conclude, the VRAM on your PC is already shared with a specific value and its locked and cannot be changed.
Thank you
