I want to upgrade my PC and put a  RTX 4060 in it but I'm not sure if it will work in my computer. If it can work in my computer can you tell me what 4060 is best and if I need an upgrade.

My Specs Are:

GPU-  GTX 1650 Super

CPU- i5 11400

RAM- 2  DIMM 16 GB

Motherboard- HP 8860 A (SMVB)

System Type- x64-based PC

Power Supply- 350W EPA90 CDT21

SSD- KBG$0ZNV256G KIOXIA

HDD- Toshiba DT01ACA100

OK, it is clear that your desktop is fitted with a Stark motherboard (SSID: 8860), but it would be helpful to know what model PC you got*, and what the part number is of your power supply.

 

* type in: system information, and click on the System Information App.  Look to the right of System SKU and BaseBoard Product, and report back what it says.

According to HP PartSurfer, your desktop is compatible with a 500-watt power supply (equipped with one 8-pin and one 6-pin PCIe power cables) with p/n: L05757-800:

You can purchase a 500-watt L05757-800 power supply online, such as via eBay.

 

This would be the power supply I would recommend to power a smaller-sized (two fan) RTX 4060 model powered by a single 8-pin PCIe power cable, such as this one: ASUS DUAL RTX 4060 V2 Specs | TechPowerUp GPU Database or this one: MSI RTX 4060 GAMING Specs | TechPowerUp GPU Database.  With a 500-watt power supply, you could also choose an RTX 4060 Ti, such as this smaller-sized (two fan) RTX 4060 Ti model, powered by a single 8-pin PCIe power cable: ASUS DUAL RTX 4060 Ti OC Specs | TechPowerUp GPU Database, or this model: GIGABYTE RTX 4060 Ti WINDFORCE OC Specs | TechPowerUp GPU Database.

 

Even though the TechPowerUP links suggests that the RTX 4060 graphics cards could be powered by a 300-watt power supply, the manufacturers (such as Asus) suggest a 550-watt power supply.  Given the fact that an HP L05757-800 power supply is of a higher quality than most 'standard' ATX equivalents, you will be fine with the 500-watt HP PSU.
