Could I upgrade my hp omen 870 with an rtx 4060?

If this is your OMEN: OMEN by HP Desktop PC - 870-224 Product Specifications | HP® Customer Support, then you probably could power an RTX 4070 with your 500-watt power supply (NVIDIA GeForce RTX 4070 Specs | TechPowerUp GPU Database) given that an HP or HP-branded power supply is often more capable than a generic ATX power supply, though you probably should upgrade your power supply to at least a 600-watt unit -assuming you got the Odense2-K motherboard.

Then I already answered your question: if you want to install an RTX 4070, I recommend upgrading your power supply to a 600-watt or higher unit.  Watch the dimensions of a replacement power supply (LxWxH) for fit inside your case. Don't purchase a cheapo power supply, as its dual PCIe 8-pin power cables may not be able to power the PCIe 16-pin power supply some RTX 4070 cards requires.
