Pretty much in the subject, thinking about upgrading from a 2080ti to a 3080/3090. Would my system be able to handle it?

Your OMEN By HP Obelisk Desktop PC - 875-1040st CTO (6FH15AV) can absolutely handle it, providing you got at least a 750-watt power supply, which, according to: https://partsurfer.hp.com/partsurfer?searchtext=6FH15AV the HP p/n for your desktop would be: L37964-800 / L36918-003:

As far as I could ascertain, your motherboard is 24-pin ATX-power enabled (please verify), meaning you can swap your existing power supply -if necessary, with any industry standard ATX power supply.  The HP-branded 750-watt power supply is quite pricey, and if you need to upgrade your power supply, you should look elsewhere for a less expensive PSU. Make sure to watch its dimensions for fit inside your case (LxWxH).  Speaking of dimensions, the same applies to upgrading your graphics card: look at the graphics card's dimensions for fit inside your case.
