My specs meet the requirements for Smart Access Memory but I can't find out how to enable it in BIOS? Is it even possible? My GPU and PSU are not OEM. It's says "Not Available" on AMD Adrenaline. Can someone help me? I updated my BIOS too.

Welcome to the HP Forum.
Yes, the HP MB may not support Resizable BAR or SAM.
It strange to see above 4G Decoding enabled in GPU-Z. This setting must be enabled to enable SAM.
The RX 6750 XT supports Resizable BAR. I have a 6700 XT running with Resizable BAR on.
Did you check every possible BIOS setting for Resizable BAR or SAM?

Well, then your MB does not support SAM if you cannot find this setting in the BIOS.
No SAM would only negatively impact games that support SAM. I've tested SAM on and SAM off in graphics card benchmark software which don't support SAM. The performance differences were within the margin of error.
So, if you are playing games that don't use SAM, you would not see a big difference in game performance when the MB does not support SAM.
You could try a new MB as @A3801suggested. But using retail MBs in some HP PCs can sometimes turn into a problem.
HP may use different MB pinouts for some front panel connections and the HP RGB connections may be proprietary.
So it's work with what you have or buy a new PC that you know supports SAM or Resizable BAR.
