No HP logo on startup. Pressing Esc not bringing up Startup menu. Pressing F2, F10, etc. have no effect. Appears the keyboard and mouse are not powered until windows is started. BIOS also not accessible through OS Recovery option - Advanced Startup - Troubleshoot - UEFI Firmware Settings: reboot hangs with blank screen; power off/on reboots ok to windows.

I understand that your HP PC is not working correctly. If you have already performed the steps from the document HP PCs - Computer Does Not Start https://support.hp.com/in-en/product/hp-431-notebook-pc/5086745/document/c04718479 and the issue persists, it could be a hardware failure.
