Welcome to the HP Forum.
Normally, if the RAM is not correctly seated in the memory slots, the PC will provide a "beep" error code at startup.
Do you hear an error code when you start the PC?
What did you use to clean the RAM and why did you do this? Did you also clean the memory slots?
Did you clean any other component? Have you checked all MB connections after having the PC startup problem.?
I have been building and repairing PCs for many decades and have rarely had to clean memory modules. I have cleaned: memory modules, memory slots, and other components (including the MB) when the PC's internal dust and gunk buildup was off the charts.
However, I have routinely reseated memory modules and have replaced many failing memory modules over the years.
