I have been trying to boot up my computer after restarting it. Every time I try to boot it up, the Omen logo pops up and the spinning wheel just freezes. I turned it off and did a diagnostic test and everything passed with a green check mark. I also updated the BIOS after holding down Windows + B until the 8 beeps went off. Please help, I am stumped.

Welcome to the HP Forum.
The hardware is probably okay if HP Diagnostics gave you a pass on all tests. Did you run extensive tests? The extensive test takes a while.
The spinning circle with no Windows login screen usually means the Windows 11 boot loader is corrupt if you know the hardware is good.
You could try to fix the boot loader, or do a HP Cloud Recovery, or install W11 clean. Any of the suggested recovery options could or will cause data loss.
You could remove the system drive, connect this drive to a different PC to backup data before trying any of the above recovery options.
Check this YouTube Site on how to fix a corrupted boot loader. This is a fairly complex procedure. I don't know if you want to go there.
HP Cloud Recovery info can be viewed at this Site. If your PC shipped with W10 you may be limited to a W10 HP Cloud recovery.
