Hey if a motherboard is lga 1151 and supports up to 65w cpu. will it work with any lga 1151 65w cpu ?

In addition to @Paul_Tikkanen's list of compatible processors, your HP Desktop - M01-F0508ng (3F036EA), fitted with a Milton motherboard (SSID: 86E9), the i7-9700 (TDP=65 watt) should definitely also be included (for example: HP Desktop M01-F0xxx Performance Results - UserBenchmark).
Btw, according to the specs, your desktop is fitted with a 180-watt power supply. You cannot power any graphics card worth spending money on. Your motherboard is, however, compatible with a 310-watt power supply with HP p/n: L64961-800, which can be purchased online (though they are not cheap: L64961-800 - Hewlett-Packard (HP) - Power Supply - PSU 310W SIRIUS2 ENT19 Full Range - Parts-HQ Repl...), but you could use it to power a GTX 1650 graphics card, for example.
