So I have this laptop from about 5 years ago and I decided to try and restore it today but I ran into issues. Because when I tried to factory reset it to remove any viruses that migght be on it , Got stuck at 66% on installing windows screen. Then it would jump up to 75%. Reset and then go back to 66% and I'm very confused and repeat. I've tried to look it up online but I haven't had any success. Anybody know what this might be?

You're very welcome.
You will have to replace the drive and then use the cloud recovery tool again.
I don't get the secondary HDD bay report though.
The product specs indicate that your notebook has only one 1 TB drive and so does the parts list.
The service manual indicates some models come with a 1 TB hard drive and a 128 GB or 256 GB NVMe SSD.
So, I wonder if your notebook comes with one of the NVMe SSD's in which case, it could be the NVMe SSD is bad if it has one.

Hi:
The only suggestion I can offer would be to use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive.
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support
Since you will have to use the tool on another PC to create the installation media, you will need to enter your PC's product number in the tool's search window to create the recovery media.
Your PC's product number is: 1KV79UA#ABA

Paul, thanks for the early reply, but now i have A different issue. i restarted My laptop. And then it came up with a screen of some system repair thing. I did A few scans and I figured out that I have a hard drive issue. It Was titled as FAILURE ID: 935WSF-8T7BKQ-MFPUQK-60RX03. Secondary HDD Bay. does This mean I have to replace my hard drive? Is there any way to fix it?
