can someone tell me why my graphics card fan 1 week ago always works at maximum even with the graphics temperature at 35 degrees

I would not know if you have this switch or where it is.
My switch is extremely small. It is located on the side of the card (just above the heatsink) which faces the left glass panel.
HP does not disclose your card manufacturer. It would be impossible to check the specifications of your graphics card.
I would not replace the card if you can live with the fan noise.

Can't give a definitive answer.
Some graphics cards have a silent/performance toggle switch on the card. I have this option using a ASUS ROG-STRIX 2080.
Update the Nvidia graphics card drivers.
The card has developed a fan speed: sensor/controller firmware or hardware problem.

Had this same issue a couple of months ago. Updating the drivers did not help. Suggested updating drivers as a possible solution.
Accidentally flipped the toggle switch on the 2080 from silent to performance. Moved the switch back to silent to fix the fan issue.
You probably have a graphics card problem (fan sensor/controller) if you don't have the silent/performance toggle switch.
