I am trying to upgrade my CPU from an i5-8400 to an i7-8700 and my GPU from a 1660 SUPER to a normal 4060. My other specs are a 500W power supply, 2 x DDR4 HyperX 8GB of Ram, and the HP Edoras motherboard. I have checked, and my motherboard is compatible with the CPU, and I am pretty sure it is compatible with the GPU. I was just wondering if I might have a bottleneck, as some people say there is none while the Bottleneck Calculator I used says there will be a huge one. Does anyone know if I will have a bottleneck?

Your gaming config would be excellent: an i7-8700 would pair just fine with an RTX 4060 also given your 500-watt power supply. For show-and-tell, here is an HP OMEN by HP Obelisk Desktop 875-0xxx User with these upgrades: HP OMEN by HP Obelisk Desktop 875-0xxx Performance Results - UserBenchmark, which, as you can see, is zipping along just fine.
Your gaming PC is highly upgradeable, if only because your Edoras motherboard (SSID: 84FD) is 24-pin ATX-power enabled, which means if you ever wanted to venture beyond an RTX 4060, you could also upgrade your power supply. And your Edoras motherboard is also compatible with 9th gen processors, such as an i7-9700, all the way up to an i9-9900K: HP OMEN by HP Obelisk Desktop 875-0xxx Performance Results - UserBenchmark.
