I am looking to add some processing power for my PC so it can run games at a better than "Potato" quality. If anyone is wondering, two of the game are Fallout 4 and some of the total war games. I considered myself to be informed enough to get myself in trouble if I tried to do this on my own, so I am looking for some advice.
My PC, an HP Envy TE01-0014, has an integrated (Intel® UHD Graphics 630) but I want to add something. I also know that I will need to upgrade from the 180 W PSU. I was thinking of going for a 400W PSU, but I can't find any of the paperwork that states what form factor I need to get.
I also need a suggestion for what Graphic card to get. The expansion slots available are 1 PCIe x16; 1 PCIe x1; and 2 M.2.. I know posting here, I will be getting a lot of stuff proprietary to HP but I would also like to know what I need to get in a more general sense. FOrm factors and the like.

You have come to the right place.
For starters, first and foremost you want to upgrade your power supply. Your HP ENVY Desktop - TE01-0014 (6YQ60AA), as fitted with a Rother motherboard (SSID: 8653), as per: https://support.hp.com/us-en/product/hp-envy-desktop-pc-te01-0000i/29014358/model/31046761/document/..., can be upgraded with one of three PSU options: two 400-watt power supplies with p/n: L04618-800 or 942332-001, and a 500-watt power supply with p/n: L05757-800:

The aforementioned proprietary HP power supplies can be purchased online, such as through eBay.
You can power, for example, an RTX 2060 or an RTX 3050 with the 400-watt power supply -even an HP (or Dell-) branded RTX 3060, and you can power, for example, an RTX 2070 or an RTX 2070 Super with the 500-watt power supply.
Consider upgrading your processor to an i7-9700 and at least 2 x 8GB of DDR4 PC4-21300, 2666 MHz, Non-ECC, Unbuffered, DIMM, 288-pin RAM modules. DDR4 PC4-25600, 3200 MHz RAM is fine too, but will down throttle to 2666 MHz. Regardless, make sure you install identical RAM: same brand, model, and capacity for best RAM performance. And, of course, make an M.2 NVMe SSD your primary (boot) drive.
