Yes, an AMD R9 280X is compatible with an HP ProDesk 600 G1 TWR, as you can see with this User: HP ProDesk 600 G1 TWR Performance Results - UserBenchmark.
Only thing is that this graphics card either requires two 6-pin PCIe power cables, or one 6-pin and one 8-pin PCIe power cables, and given its 200-watt TDP, at least a 500-watt power supply.
You can upgrade your desktop with a 500-watt ATX power supply (provided it is equipped with two 6+2-pin PCIe power cables) by using an ATX power adapter, such as shown with this AliExpress purchase example: 24 Pin To 6-pin ATX Motherboard Adapter Power For HP Z220 Z230 SFF MT TWR Series 4000 6005 8300 ProD...:
These ATX power adapters are widely available, just make sure you get the right one: meaning, the specs should specifically mention the "ProDesk 600 G1" platform.
