That is an interesting question, since I could not locate any OMEN 25L Desktop GT11-1xxx as fitted with an Oasis motherboard (SSID: 886B) with an RTX 40 series graphics card as seen here (combined Hana (SSID: 8876) and Oasis (SSID 886B) motherboards): UserBenchmark: HP OMEN 25L Desktop GT11-1xxx Compatible Components, unless you mean the Quadro RTX 4000 (see: HP OMEN 25L Desktop GT11-1xxx Performance Results - UserBenchmark), but I don't think you do, as that card is over 5 years old.
But that could be coincidental. I am not aware of any reason why you couldn't install an RTX 40xx card in your OMEN 25L desktop with an Oasis motherboard, as long as the power supply is capable to power the card.

Thank you for your response. My intent is to replace the psu with a 850watt modular unit and replace the 3060 with a 4070ti super just wanted to set my mind at ease before I drop 2k on components. A little gun shy after dealing with unobtanium ram upgrades.

That should work just fine, as illustrated by a closely related HP OMEN 25L Desktop GT11-1xxx fitted with an HP Hana motherboard (SSID: 8876) which has an RTX 4090 installed: HP OMEN 25L Desktop GT11-1xxx Performance Results - UserBenchmark. If I had to guess, the low performance scoring of the AMD Ryzen 7 5800X3D and RTX 4090 in this PC can most likely be traced to lack of PSU wattage and high background CPU usage.
