My Omen 25L has 2 memory sticks installed running at 4400mHz
Memory part number: HMCG78AGBUA084N (SK hynix 16GB DDR5 5600MHz Desktop RAM)
Why they are running at 4400mHz? Can I update to 5600mHz in BIOS?

4400 Mhz is the default speed for this motherboard. If you want the max speed, you have to enable the XMP profile in the BIOS: https://support.hp.com/hk-en/document/ish_6597206-6597263-16
But the ArcticL motherboard only accepts up to 5200 Mhz according to HP: https://support.hp.com/us-en/document/ish_7561705-7561749-16
So 5600 might not work and you would have to select a 5200 XMP profile or create a custom profile selecting speed 5200 and leaving the other settings on automatic.

Hi, on the Omen Gaming Hub select the omen desktop button on the left hand side and go to overclocking and then click the memory looking button right of CPU and a settings looking button in the top right. You should be able to select the turbo speed of the memory.

I cannot find overclock settings in Omen Gaming Hub and there is no XMP profile option in memory profiles list in bios.
But after I choose Custom Profile and set DRAM frequency to 5600, the system seems to be working fine.
