I bought a HP Omen 45 L recently and it seems to draw more than 10 A temporarily when I plug it into the wall socket. I know this because it blew the 10 A fuse, on two occasions when being plugged in. I was wondering if the power supply unit might have electrolytic capacitors and such that store a lot of charge and therefore generate a large inrush current when the computer is first plugged in. Besides the "inrush current" when the computer is plugged in, I have not noticed anything problematic.

I would recommend using a 20 amp circuit if possible.

 

I don't have any 10 amp circuits in my house, all my circuits are 20 amp using 15 amp outlets. Do you have other stuff connected to this circuit?

 

10 amps times the typical USA line voltage of 110 or 120 times the 80% recommended limit means the PC is using close to 1000 watts (880 to 960 watts) at startup. That is a lot of watts being used at startup.

 

You can confirm the watts consumed by getting a device to measure this at Amazon or other retailers.

 

I have a 5900X and a 2080 Ti paired with a 850 watt power supply. Have tested watts used and usually see around 500 to 550 watts (maybe some transient peaks above 600 watts) even when simultaneously stressing both the CPU and graphics card.
