Contemplating purchasing an HP Omen 45L with an Intel i9 12900K, Nvidia GeForce 3080, 64Gb of Memory with a 1Tb NVME. I’ve been reading there are issues with inadequate cooling in the i9 configuration, possibly needs a 360mm AIO? Also, there appear to be issues with the inability to over clock the CPU, at least for any appreciable benefit. Can any substantiate these issues if they truly exist?

PC World doesn't seem to think there is an issue with the Omen 45L's cooling.
