Product: OMEN by HP 45L Gaming Desktop PC GT22-0000i (393C5AV)
Operating System: Microsoft Windows 11

Hello! 

I have a HP OMEN 45L. 
When it's on standby, the fans start spinning again from time to time.
Ram modules do the same.
Is this normal?

That is normal. Heat will build up even less but machine is still getting hotter inside. It needs to "pump"the hot air out and circulate the air inside the machine.
