HP Omen Desktop keyboard freeze everytime we switch user. Only work around I have is to unplug and replug the USB or reboot PC.

That is a strange error condition.
Try the following steps on each affected account:
Check for USB device errors and USB driver updates in Control Panel, Device Manager when the error is active. Look at Human Interface Devices and USB Controllers.
Try a different keyboard. Try different USB ports.
Run a Check Disk (Link) to check for corrupt system files.
