Every time I log into my PC I get a popup asking if 

HPReadHWData Driver Uninstaller can make changes to my device. No matter if I agree or not the popup continues to show up. At one point I did try to uninstall my drivers to upgrade them to work better with the various games that I play but this popup is persistent and afterwords my computer usually lags. I feel like I have tried everything aside from completely resetting my computer which I would not want to do because of how many things I would have to redownload to my computer.

Welcome to the HP Forum.

 

It appears the User Account Control prompt in your image indicates you are signing into Windows as a standard user.

 

And it seems as if this startup item needs Admin privileges to run.

 

You could use an Admin account to sign into Windows or try Wintoys.

 

You should be able to disable this startup item by temporarily running  Wintoys as an Admin. 

 

I also use Microsoft Autoruns running in Admin mode to tweak startup items.

 

You should have a reliable system image backup in place or create a System Restore Point prior to making any changes to Windows.

 

Both programs are very powerful. You could break Windows if you are not careful.
