You would not have to change coolant if you are replacing fans attached to the HP installed AIO CPU liquid cooler radiator if your PC has this option).
It would very difficult to add or change the coolant in this closed system (no drain plug and resulting leaks). This system is not designed to allow adding or draining the coolant.
I don't think you can add two fans to the top of this case, maybe one fan if you remove the four plates in the top bracket to allow air flow out of the top of the case.
Check this YouTube video for some fan installation options in the 25L case.
