I have a prebuilt hp gaming pavilion pc that is giving no boot beeps. The beep code seems like it may be the gpu, but even if I remove the gpu, same beeps.
There is an hdmi port connected to the motherboard that I could plug my monitor in to, but it was blocked off with a piece of plastic. I removed the plastic and plugged the monitor into it. still same beeps.
Are these hp pavilion gaming pcs built to ONLY use a gpu? Is there no way to force them to use the motherboard hdmi or vga ports that come blocked off?

The reason why the PC still beeps when you remove the graphics card is because the Intel® Core™ i5-10400F processor your PC came with requires a discrete graphics adapter (card) and it does not support the onboard Intel HD graphics, which is why HP 'blocked' the motherboard's HDMI port.

Your options are (assuming the motherboard isn't the problem), would be to either install a known working graphics card or replace the Intel® Core™ i5-10400F processor with one that supports the Intel onboard graphics.
Your processor options that support the Intel HD graphics would be one of those listed on the motherboard processor upgrade specs page that do not end in an 'F.'
