OMEN 30L Desktop PC GT13-1000a (207P7AV)
Microsoft Windows 11

I have an HP Omen 30L GT13-1000a

Product ID: 00342-20797-13218-AAOEM

AMD Ryzen 5800x

16GB HyperX  RAM

RTX 3070ti (Video driver 471.21 since no newer driver will work)

Windows 11 Home version 21H2 OS build 22000.556, Experience pack 1000.22000.556.0

The problem

The fault I have is this. When installing new Nvidia driver, and windows does it's standard restart it shuts the computer down then my Omen start up screen pops up. A few seconds later I get a black screen with a lighter black bar across the top and computer freezes.  It will not come back up until I hit the power button. According to device manager and Nvidia control panel it has the new driver installed. If I try to restart using the windows start menu it will shut down, bring up omen start up screen, then go to black with only hitting the power button staarting the computer back up. If I use the shut down option from windows it will shut down fine and I can then power up fine with the power button. This is the problem.

What I have tried to fix the problem so far

-Reseated RAM and Graphics card, checked all power connections.

-Uninstalled display device using device manager and allowed windows to install driver. I then try to update driver with same results

-Use 3rd party program DDU to fully remove driver, Remove computer from internet so windows cannot install a driver, then install the newer version of Nvidia driver from a saved file. Still same result

-Do a full system recovery from windows safe mode screen and attempt both options above with same problem

-Traded in PC with brand new PC from best buy with same result (Same model number with same hardware)

-Got a revorery kit from HP on flash drive and followed instructions given there, again same results when trying to use any newer Nvidia driver above 471.21

-Cannot update bios.  Did search on this support page to update drivers and Win 11 is not an OS option for my computer.  I did allow the support page to auto detect my computer

Only possible answer I can come up with so far

Current Nvidia drivers are not compatible with Win 11 and the hardware this computer has. Since even on HP support they have no bios driver support for Win 11 on this model

Please if there is anybody who might have a solution for this it would be appreciated.

FInally got to the root cause.  I use a TV as a monitor with 4 HDMI inputs.  One of them is an earc/arc 4k 120hz connection.  this connection was not compatible with the video output from my graphics card.
