Welcome to the HP Forum.

 

Is the PC doing a successful POST? Can you login to Windows? The CPU may be incompatible if you only have fans spinning at high speeds.

 

You really should provide a specific HP Product Number to check CPU upgrade options for your MB.

 

What CPU did you install in the MB? Did you install a different CPU cooler (air or liquid)?

 

Can't assist using the info you are providing.
