I bought refurbished Omen 25l PC with Intel I7 14700f RTX 4060 ti I was testing it and got really weird results
On Cinebench r23 multicore I got around 26000 - 28000 which is below what should get way above 30000
Singlecore was around 2050 which is close to expected 2100
I did stress test in OCCT for 1h and temp where below 70, voltage around 0.9 and 110-130w
Seems either this processor is power limiter or maybe damaged?
Would appreciate someone who understand subject

Sorry to see this.
A 3:3 error code initially indicates a graphic card problem.
But it could still be a power supply or a MB problem.

Welcome back to the Forum.
I would say HP is reducing voltage to the processor and/or has set an arbitrary thermal limit.
The 14700F is on the Intel list of CPUs that may experience degradation due to over voltage problems or oxidation problems as a result of a manufacturing defect.
So I see your CPUs performance limits as a compromise between performance and potential longevity.

Yes ai understand there was an issue with processors getting to much voltage but apparently it is solved now and reducing my multi core performance by 20-30% it hard to call compromise for me especially when I payed more expecting certain performance. Do you know the way to check if my processor has been affected by accelerated degradation already?
Also this processor can reach 219w apparently and KF version around 250 so 130w on stress seems way too little

I would think your system would crash when doing Cinebench or OCCT if the CPU is in trouble.
A degraded CPU, that is beyond saving, would be unstable; you would see memory errors, hanging, and blue screens even during routine use.

So I did more ere testing for couple of days and here are my conclusions and concerns
1. In intel CPU test - there is thermal and power throttling. Looks like thermal throttling happens just at the beginning in one or two cores. Then power just drop to about 100 and stays there with temps around 65-70
2. Pc was hanging couple of times, one blue screen. Most in 3d mark timespy, weird?. GPU is working finet emps, power ect. I get correct benchmark scores in GPU tests
3. Seems fans starting higher speed but too late - after CPU thermal throttling. Setting are on boost and auto.
Power reaching up to 160-170w, just for a short spike at the beginning tests.
4. If cooling could be issue I am considering fitting a 240 AIO. And better exhaust fan as current 90mm is very loud.
Any thoughts 🧐?

PS main issue is i7 getting about 20-30% lower scores in multicore in cinebench r23,r24 than average.

Good troubleshooting.
The 14700F is a base 2.1 GHz 65 W TDP locked CPU with a 5.4 GHz max turbo burst of up to 219 W. I'm pretty sure HP will power limit the CPU and there is no way (in the BIOS) to modify this behavior. You also can't rule out a power supply problem (the blue screen error).
Are you using HWiNFO to check temps and power levels when running Cinebench? HWiNFO will indicate power throttling or temp problems.
Did you see a specific bluescreen error message when running Timespy? The error message can, sometimes, help to troubleshoot the problem.
Replacing the stock CPU cooler might help. I don't know if you can do a 240 mm rad in the 25L case.
But if the platform is power limiting CPU performance then you may have to try a different MB with better VRMs.

Hi,
Yes I used HWiNFO and on Intel test, it actually was showing constantly 3 P cores thermal throttling.
I don't remember what the blue screen error was but today I did another Time spy test and PC died.
It's not turning on anymore. 3 long beeps and 3 short beeps. Contacted HP and they will take PC to fix
A bit disappointed to be honest as I ordered my first PC after 20 years on HP website and it wasnt in stock so after 2 weeks I got refund and them I ordered the one I have with I7 and didn't even use it other than testing...
The power supply is 600w on this pc maybe that's the issue I don't know but I would never expect that many problems with PC
