Greetings @Tiger444
Welcome to the HP Forum.
The following thoughts are based on the fact you know the monitor is good and connections to the monitor are okay.
Many HP power supplies will only spin up when PSU temps hit a certain point.
The MB is getting power since LEDs are working and fans are spinning.
What's going on with the front USB and what did you do to try to fix the problem?
The PC may not POST if the front USB is in trouble.
I would first disconnect the Front USB 3 connector from the Front MB USB header. Then try to start the PC again.
This USB 3 MB header should be located at the mid MB area near the memory slots and just above the MB SATA
connections.
You would have to reduce the PC to a minimum configuration if the PC will not POST and load Windows.
A minimum core component config is:
- Power supply
- One stick of memory
-Existing graphics card or try onboard graphics if your PC's: MB and rear I/O support this
- CPU
- MB
You would then have to swap in core replacement components if the PC will not POST using a minimum config.

Greetings @Tiger444
Well, that's not a good sign.
It's possible the bent pins on the USB connector caused a short which may have taken out other components.
You might have to try the troubleshooting steps (minimum config) in my first response to see if you can get the PC to POST.
Or have a local PC Tech take a look.
