Product: OMEN by HP 40L Gaming Desktop PC GT21-1000a (6M9M4AV)

Current specifications:
Operation system - Windows 11 Home 64-bit
Graphics card - NVIDIA GeForce RTX 4070 Super
Processor - AMD Ryzen 7 7700 8-Core
RAM - 32GB DDR5

For some reason whenever I do anything even not gaming my FPS drops. I've monitored different values via MSI Afterburner and notices that my GPU2 Core Clock spikes to max around when the frame drop occurs.
