My fan just randomly goes to 100% and then it's going back to normal. I have contacted NVIDIA support, but they cant help. They asked me to contact to HP about my pc. They said: "I would request you to check with the support team of HP if the graphic card installed is a Small Form Factor RTX 2060 Super graphic card installed in the HP PAVILION GAMING TG01-1428NO." because if i know right base RTX 2060 SUPER needs 550W power supply and if i know right this computer only has 500W power supply. This problem just arrived in March in this year.

The fan is activated when the GPU is hot and gets to a temperature that needs to be cooled, and this can happen depending on the applications you use.
This is not a power supply issue.

there are two temperatures the CPU and the GPU, the temperature of a GPU at 60, the fans start, work not at full speed but they are activated.

there is always a reason. for example when windows update is activated in the background, when the antivirus is activated, and many more causes, that happens to me daily,
