Is your problem just that the fans turn off completely, is that it?
I don't know if there is a link, a user has a problem with fans but a little different
only, it was the opposite, they seemed to go out, and then no longer seemed to do the same..
Probably after a bios update..
What is the exact name (model) of your computer?
If you need to modify the speed of the fans, you will have to use one or more third party software, it may not be possible to control everything!
But I strongly advise against it, one mistake, and you may do more harm than good.

all this will depend on the models..
but I assume that with a well-designed, well-ventilated computer, you don't need to touch the fan control
so far, I have never had a problem with my HP computers on this side

So you have this model and I haven't seen any problems of this type with this motherboard yet, that said, you should have some control options, to check
Auto mode (select models only)
Auto mode allows the computer to choose the optimal fan speed for the selected performance.
Max Fan mode (select models only)
Max Fan mode enables the maximum cooling solution bypassing the default mode.

Since I cannot certify whether this is normal or not, I would advise you to contact the HP support service.
I would not tell you to update the bios, if not already done, because no certainty, and if it fails, you no longer have a functional computer
