My Omen GT13-1380z came with the 5600x and RGB air cooler. After struggling with high temperatures and random restarts while gaming, I bought an RGB liquid CPU cooler from eBay. It is an Omen AIO, and though used, fit in perfectly and connected to the motherboard with no modifications. My problem now is that the radiator fan blasts at max speed as soon as the PC powers on. CPU temp is way down from before, but the fan noise and vibration seems too much. I’m wondering if I got a defective fan, or if not all HP Omen branded AIOs are compatible with my motherboard. Is there a different BIOS for supporting my “upgrade?” I tracked down some part numbers and the eBay part (L89975-001) is not the same as the optional part listed for my specific computer, which HP lists as L98987-002. I get no error messages. The pump is plugged into the PUMP spot where the original fan went, the cooler fan is plugged into LC FAN spot to the right of the RAM, and the RGB cable is plugged into the previous lighting cable socket. HP doesn’t sell the part, and I don’t want to pay $400 for it on eBay, though a UK seller does have the L98987-002 available new.

Turns  out it was the fan itself. Found another identical fan and it spins normally. Now I have to figure out how to keep my GPU from crashing all the time. New 4070FE on order, then I’ll swap out my 3080 for thermal paste

Though not the same eBay-purchased AIO, I would guess that the cooling fan's dimensions are identical (120x120x25mm):

If I had your issue, I would wonder if the cooling fan was defective.  Perhaps wishful thinking, but hey, let the good vibes roll.  Since your basic 120x120x25mm cooling fan is a regular PWM 4-pinner, I would buy a non-fancy (non-RGB) replacement fan, such as this eBay purchase example: For Delta AFB1212SH 12V 120*120*25mm High Wind Volume PWM Chassis Cooling Fan | eBay.  It's inexpensive, and let's admit it: you don't really need the RGB fluff/hype anyway. -Besides, come to think of it, there is a small chance that the RGB connection is the causation of your problem, so, try to run your AIO without plugging in the RGB connection.
