I bought an OMEN 45L desktop computer - this exact model https://support.hp.com/ee-en/product/omen-by-hp-45l-gaming-desktop-pc-gt22-0000a/2100851548/model/21...

 

The specs says there should be 2 PCIe expansion slots one 4x and one 16x lane, but when I removed the case, only the 4x lane PCIe slot was there. 

 

Is the specs wrong or am I missing anything? Or is the slot hidden underneath the graphics card (rtx 3080), if so, how can I access the expansion slot? I need to install a 8x lane PCIe card.

You didn't really understand
there is a pci 16x slot, but since you have a graphics card it is already occupied

(1) PCI Express 4.0 x16 lanes

NVIDIA GeForce RTX 3080 with LHR (10 GB) Graphics Card

PCIe: PCIe Gen 4.0 x16

I agree that maybe it should be explained otherwise..
but it is also a problem of interpretation
Here you have the description of the motherboard, with the slots it has
then you have the elements in place, including the graphics card..
it seems logical that if the motherboard has a pci 16 slot and a graphics card is installed, then the latter is occupied, otherwise two pci slots would be mentioned:

Expansion Slots:
  • Two PCI Express x16 physical slots (Gen 3.0), each slot with x8 bus lanes

NVIDIA GeForce GTX 1070 (8 GB)

The specs says it HAS one PCI Express 4.0 x16 slot, it does not say it has SPARE one PCI Express 4.0 x16 slot. In this case, that slot is occupied therefore no spare.

No, the spec says: 

Expansion slots:(1) PCI Express 4.0 x16 lanes, (1) PCI Express 3.0 x4 lanes.

 

Expansion means you can add to the base configuration (which makes 0 sense to not include the graphics card).

Sorry @rarasmus I explained to you here, and then what it is( tampa motherboard  example )
on the one hand, what is available on the motherboard, no mention of two slots, and what you have in place
one could just as well say that it is mentioned
(2) M.2 socket 3, key M (one for SSD card PCIe Gen 3.0 x4)
but then

off you therefore only have one m2 free ssd here, not three
(1) M.2 socket 1, key A
Realtek Wi-Fi 6 (2x2) and Bluetooth 5.2 combo

Same thing none free since already installed
