I have an Omen 40L and I am upgrading the GPU. When Powered on, it just beeps. According to what I've read, I need to reset CMOS. I have removed the battery for 30 minutes, moved the little jumper pin to the reset pins and left it there, plugged in, for 30 minutes. I have done the reset by holding Win key, B, and power button. The board is an 8949. When I reinstall the old GPU everything works.

Welcome to the HP Forum.
You may have to disable Secure Boot and enable Legacy support to use a new, compatible, graphics card. An older Legacy graphics card will not work with a UEFI BIOS.

I've returned and replaced the new GPU, so I have another new GPU on the outside chance that the first one was bad. I'm having the same issue and I have no idea what else to try. Just a quick recap of the issue:
The GPU that came with my system needs to be replaced due to developing an issue. I have tried two new GPUs and the PC will not boot, just beeps 6 times over and over. I have reset CMOS, and removed all old drivers using DDU, my motherboard software is current. I have disabled secure boot also. I have an 800-watt power supply so that isn't an issue. This seems to be a common error but with no relevant solution for me so far. The PC boots fine with the original card. There is no iGPU on this PC. There is no option to enable Legacy boot.

I don't know what to tell you.
I have never seen a HP PC with a UEFI BIOS which does not have a Legacy support enable option in the Security Menu, Secure Boot Configuration sub-menu. You would not be able to install any device that runs firmware code at POST nor could you install an unsigned operating system.
Your PC is useless (no onboard graphics) if you can only use the factory installed graphics card.
I don't know if the following is causing this problem and I don't use this function. But check Control Panel, Device Encryption.
Disable this (BitLocker) in Device Encryption options if it is enabled.
Now try to disable Secure boot and enable Legacy support in the BIOS, save and exit. You have to enter a four character key at system restart to complete the process.
Then try the new graphics card again.

I have one other thought.
You have a 7900. Is it a 7900 XT or a 7900 XTX. The cards require a 700 watt PSU or a 750 watt PSU respectively.
Okay, reviewed you initial post again. You have a 800 watt PSU. You have a 7900 XT.
Are you connecting two dedicated 8 pin PCIe power lines to the graphics card? You can't pigtail one 150 watt power line to the card.
This (two dedicated 8 pin power supply connections) would provide 375 watts to the card; 300 watts from two 150 watt power lines and 75 watts from the PCIe slot
The 7900 XT has a TDP of 300 watts, the 7900 XTX has a higher TDP (355 watts).
How many watts can your PSU provide? PC GT21-0000a is a generic product ID.
No way to know specific components installed in your PC.

I have two dedicated 6+2 pin connectors going straight into the PSU. The original GPU is a 3070 which had those going into a 12-pin adapter originally, so I traced them back to make sure. I've gone to a 7800 XT for the new one so it wouldn't need quite as much power, but still enough to need the two dedicated 8-pin. Thank you for trying to help, I'm not sure where I go from here but thinking of ordering a new motherboard from ASUS or MSI and just calling it done. I suppose I could try to find an Nvidia GPU to try out to see if somehow that matters, but I doubt it being much different.

You should be able to install any AMD card or any Nvidia card in your 40L PC's MB.
There is a BIOS update for the 8949 MB at this Link. Try it.
Did you disable BIOS Secure Boot and enable Legacy support?
You are providing correct power to the graphics card.
I don't get it. The graphics card upgrade should work.
Well, I would get a new case if you are going to use a retail MB.

I had that BIOS updated already, thanks. Just for the sake of anyone who finds this later, since my last response, I have purchased and installed a new 1000-watt PSU, with no change. I have also purchased and tried a 4070 just in case there was something weird going on with my PC not liking AMD GPUs, with no change. So at this point, I am moving on with changing out the motherboard, it is the only thing I have left to change outside of the processor. This has been thoroughly disappointing, something that should be easy has become a real pain in the rear. @Bill_To, thank you for trying to help.
