Product: HP Pavilion Gaming Desktop 690-0073w
Operating System: Microsoft Windows 10 (64-bit)

My Desktops power supply comes on and blows very loudly but the PC itself will not come on. I've tried swapping power outlets and power cords but  nothing changes and I've tried some power supply troubleshooting but it hasn't helped either. Does anyone else know of a way to fix this issue?
