i turned off my pc, unplugged everything  and took out my old gpu, i put my new gpu in and plugged everything back in and it just beeps 3 times slow 3 times fast with no display? so i switched out the gpus and it still does it

A 3:3 startup error code is a graphics card problem per this HP Site.

 

You either have: two graphics card failures which would be very unusual (the original card and the new card) or you are installing both graphics cards incorrectly.

 

Was the original graphics card was working correctly prior to installing the new graphics card?

 

Recheck the installation of the original graphics card.

 

I don't know what to tell you if you can't get the original graphics card working.

 

Try onboard CPU graphics if your PC's CPU and rear MB I/O support this.

yes, the original gpu worked. but now it doesn’t and it’s 3 long beeps 3 fast beeps. same as the new gpu. i honestly have no clue what’s wrong.

Can you try onboard (CPU) graphics if your PC supports this?

 

Like I previously stared; you have two bad graphics cards (very unusual) or you are incorrectly installing both graphics cards.

i have a 10400f so i don’t have an igpu, i think it would be pretty hard to install a gpu wrong, it’s in the pcie slot and it lined up perfectly w the cut out for the hdmi cord to go through (dk the name of it)

I don't know what has happened.

 

The original graphics card should work if it worked prior to installing the new graphics card.

 

Shut down the PC. Disconnect AC power. Depress and hold down the power button a few times to drain residual MB power.

 

Remove the CR2032 battery. Let the PC sit for about five minutes.

 

Reinstall the CR2032 MB battery.

 

Try the original graphics card again.

Seeing two graphics cards fail to initialize is very unusual.

 

Maybe the PCIe x16 slot has a problem or a possible power supply PCIe connector problem.

 

Try a third, known good, graphics card if you can do this. Try the two graphics cards in a different PC if possible.

 

Check all PSU: MB and graphics card connections. Reseat the RAM modules as an extra troubleshooting step. 

 

Try a different power supply.

 

It sounds like an unwanted hardware event has happened while installing the new graphics card.
