I am going to upgrade my ram soon and am wondering what ram speed this computer can handle and if it can only handle a certain speed can I get ram faster then that speed? The Mother board is erica 3

Yes, 2x16GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, UDIMM, 288-pin RAM sticks.
It doesn't matter if your RAM is specced at 1.35 V or 1.2 V, voltage is only applied when XMP is enabled, which is irrelevant for your PC anyway.
Please be reminded to never mix 1.2 V and 1.35 V RAM sticks.
So, 1.35 V is not only within spec for DDR4 RAM, it can potentially perform better, so it is nothing to be worried about. The 1.2 V was the original reference voltage for DDR4 RAM spec when it first came out a long, long time ago. Your Erica3 motherboard supports 1.35 V RAM.

The RAM in your HP Pavilion Gaming Desktop PC TG01-1000a as fitted with an Erica3 motherboard (SSID: 87D6) can be upgraded with up to 2 x 32GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 288-pin RAM sticks.
