When i am trying to play a game like CSGO or Holdfast and even cities skylines my performance and FPS are terrible. LOWER THAN 10 FPS and i cant figure out what is wrong. I turned on Game mode, i turned the power to high performance, i turned off all unnecessary startup apps and notifications i turned off power-saving mode EVERYTHING. no matter what i do the performance still sucks. i have an hp all-in-one 24-g012 with an Intel(R) Pentium(R) CPU and a 1.60Ghz with an 8GB Ram PLEASE HELP!!!!!!!

Sorry to tell you, but it is not achievable.
You have an AIO with built-in graphic and a very low end CPU (as stated by you). Supports Intel Pentium J3710 (Braswell-D) Quad Core processor only. The processor is not upgradeable. Such units were NEVER marketed for the gamer. As an example Holdfast requires this level of hardware. Your hardware does not meet expectations.
