Are you sure ? Its motherboard supports
- Dual channel (2 DIMMs per channel) memory architecture
- Four DDR4 UDIMM (288-pin) sockets
- Supports up to PC4-23400 (DDR4-2933)
- Supports 8 GB and 16 GB DDR4 UDIMMs
- Supports up to 4 GB on 32-bit systems
You can see it has 3200MHz RAM on your machine but it always runs at 2933MHz. You can add more RAM and higher speed but will always run at 2933 MHz.
Regards.

Did you put in additional non-HP Ram sticks? If not, make sure you have the correct settings in the Omen Gaming Hub.
Although I am unsure why it would clock down to 2933.
What program did you use to check the mem speed?
Edit: On my 25L Taskmgr shows it as 3200 MT/s ram, so something is going on indeed. No clue what though 😞
Edit 2: Your motherboard is an Intel H470 chipset, whereas I'm running a B550. That's why there is a difference between our 25L's
