The motherboard in my Omen 25L is supposed to be for PC4-27700 (DDR4-3467) ram - but it was supplied with 16 gb at 3733 per the ram spec on PartSurfer. When looking for ram upgrades, should i be looking at 3400 rame or 3733?

I suggest using CPU-Z to see what is in your memory module slots. The alternative is to open up the case and see exactly what is printed on the label.
CPU-Z is a safe enthusiast utility that will provide detailed information about your PC's hardware configuration.
For an upgrade to work successfully, you will need to remove the original memory modules and replace them or it with pairs of identical guaranteed compatible memory modules.
Just plugging in new memory that is not absolutely identical to what was already installed can often produce undesirable results.

So, if I found the speed of the two 8gb in that is mounted in there - I could either fill the other two spots with the exact same ram for a total of 32 - or remove and replace the 2x8 with 2x16 and later add two more matching 2x16 for a total of 64?

Yes.
It will be simpler to source guaranteed compatible memory modules than to find memory identical to what is currently installed.
You could actually upgrade it to 128 GB of installed memory
