I've researched everything I could (I even used AI to do a pull on what was available ) on this product that I purchased. There really isn't much I can do to keep the processor cooled other than replace the AIO fan, add additional case fans with a hub, upgrade the RAM from 32 to 64GB... In addition the CPU, RAM, GPU combination would be adequate for running DCS if the BIOS wasn't locked. Am I correct in this technical assessment?

Yes, your technical assessment is mostly right. The OMEN 30L GT13-0090’s BIOS is indeed locked down, preventing manual CPU undervolting, XMP profiles, or custom fan curves. That said, your CPU/GPU/RAM combo is fully capable of running DCS -it’s the cooling system and firmware that limit tuning. Replacing the AIO fan, adding additional case fan(s) via a hub, and upgrading to 64GB RAM are practical steps you can take. Just be aware that without BIOS-level access, your thermal and performance tuning will hit a ceiling.
There are additional steps you can take to optimize your OMEN 30L GT13-0090 platform, such as implementing the finetuning steps as shown in this YouTube optimization video: https://www.youtube.com/watch?v=wkJBDEDDS5o&t=757s&ab_channel=Panjno. The W10 optimization steps also apply to W11. Only thing to note is that at timestamp 17:22 you need to add eight f's like so: ffffffff and not seven f's.
There are many more (current) YouTube optimization videos, take a look and apply what you want.
