Welcome to the HP Forum.
Your image looks like a PCIe slot retention clip. It would be difficult to reconnect this clip to the MB (if possible) when the graphics card is installed in the PCIe slot.
This probably means the graphics card is in the locked position. It would be difficult to remove the graphics card without causing possible damage to the graphics card. Excessive force to remove the graphics card is not advised.
I have removed many graphics cards over the years and have never had this happen.
You might want to have a local PC Tech take a look.
