Welcome to the HP Forum.
You could check this HP Site to see if you can purchase a HP fan. I would use the PC's specific HP Product number or check the fan for a part number.
You would have to purchase a static pressure retail fan having the same dimensions as the HP fan used in your PC if you cannot buy this fan at the above HP site.
I am not familiar with the 30L case so I would not know the size of the fan which is attached to the radiator. Guessing it could be an 80 mm fan or 92 mm fan if the radiator is installed at the rear of the case. A top mount radiator would probably be a 120 mm fan.
You would have to measure the fan.
HP MBs generally don't provide custom fan curve options in the UEFI. So you may get a BIOS startup error when using a retail fan. But the PC should load Windows after dismissing the fan error at startup.
