Sluggish response even after reset of windows 10

I have the following model HP Omen: 870-130VX, Serial Number:[Personal Information Removed]

I have 32GB of memory, Nvidia 1080GTX, Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz, and the following hard drives:

NVMe INTEL SSDPEKNW02 - 1907.73 GB - my d drive

SanDisk SD8SB8U-256G-1006 - 238.47 GB - my f drive

ST2000DM001-1ER164 - 1863.01 GB - my e drive

SanDisk SD8SB8U-256G-1006 - 465.76 GB - my c drive.

I was originally going to make the Intel SSD my C drive but i ran into issues during the install and setup and just went with it as is. Since setting up with these drives the response times are really sluggish when access the drives or running programs. When I first got it this was blazing fast and extremely responsive.  That was when i figured let me try reset windows first and maybe that will help. I didn't have it keep anything and started new. I realize this is not really a 'fresh install' like many of us old timers are used to but I thought maybe it would save me time and effort.  After I updated and installed all the drivers and got some of the basic programs back on its just not any better. Still really sluggish.  I see occasional cpu and drive use pegging out but I'm at a loss for exactly what is causing this and then I thought maybe this is more of a bus issue. Maybe I have my serial bus overloaded? Could this be the cause of my speed problems? I am considering removing 2 of the drives and going with just the Intel SSD and the factory SSD it came with to see how that works performance wise but I'd like to know for certain that will actually fix the issue. I guess my other option is to remove the e and f drives and see how things run then and maybe that will help?  

Any recommendations or anyone know for sure?

maybe that second SSD is a 512GB ??

The range of scores (95th - 5th percentile) for the Intel 660p NVMe PCIe M.2 2TB is 126%. This is a particularly wide range which indicates that the Intel 660p NVMe PCIe M.2 2TB performs inconsistently under varying real world conditions.

What was your original storage setup ?
