Your HP 280 G1 MT can be fitted with all top Intel gen 4 processors, including the i7-4790 and i7-4790K. Or upgrade to at least an i7-4770, i5-4590S or the i7-4790S.
Your desktop is probably fitted with a 180-watt power supply -please verify. If it is, you'll want to upgrade it to a 300-watt power supply, with part number: 759764-001, 759766-001, 759046-001, 712298-001, or 849647-002.
With the 300-watt power supply, here are some GPU options: GTX 1650, RX 6400, GTX 1050 Ti, GTX 1050, or (the expensive) RTX A2000.
I would choose 2 x 8GB of DDR3 PC3-12800, 1600 MHz, Non-ECC, DIMM (UDIMM), 240-pin RAM.
