Welcome to the HP Forum.
Your PC's BIOS does not support memory overclocking.
But HP codes the BIOS to run certain HP branded memory modules above 2400 MT/s.
So, retail memory modules will default to 2400 MT/s (JEDEC standard).
Crucial Memory guarantees compatibility with many HP MBs. I don't know if Crucial recommended memory for your HP MB will run at 3200MT/s .
CAS latency will affect overall memory latency.
Faster memory modules having a much higher CAS latency may run slower than a slower memory module having a much lower CAS latency. Check this Site to compare overall memory latency.
