Welcome back to the Forum.
HP generally do not provide fan speed control options in the BIOS.
You might be able to use Windows software to set the fans at maximum speeds. Fan Control software may be able to do this on a HP PC, I don't know. I have never tried Fan Control on a HP PC.
Any component having moving parts will generally wear out quicker if the component is running at full speed all of the time.
Yes, it is safe to run fans at the highest RPMs but running fans continually at fast speeds will reduce the useful life of the fans.
What component is running hot when you are gaming? High fan speeds may not always solve the problem.
