So I bought 2 16gb stick and attempted to upgrade my computer RAM today and when I did it would start up, give me 3 long beeps, 2 short and repeat until it would restart itself and do the same again. After some troubleshooting I figured out that both cards work independently and that either can work with the old 8gb card as well. What do I do to have both 16gb cards installed at the same time?

Please provide a specific HP product number. I don't know how many memory slots you have on the MB.
You can run either 16 GB stick of new memory with the HP 8 GB stick of memory. But you can't run both new memory sticks at the same time. This is unusual. It is normally the opposite.
It is always recommended to install memory using a kit. You should avoid mixing memory modules. A 3:2 BIOS error code can be reviewed at this Site. I guess the BIOS can't work with the new memory.
